Mark Rupp is the Director of External Relations at The Earth Commons, leading the development and implementation of collaborative partnerships that support learning opportunities for undergraduate and graduate students in pursuit of transformative research, education and action. He comes to The Earth Commons after serving as Assistant Deputy Administrator at the U.S. Environmental Protection Agency (EPA).
Before EPA, Mark led Georgetown Climate Center’s Adaptation Program providing strategic direction for the Center’s work in support of resilience, equity, and community-based solutions at the local, state, and federal levels. Mark came to the Center from the Environmental Defense Fund (EDF) where he was the Director of State-Federal Policy & Affairs for the Ecosystems Program working on coastal resilience, Western water and sustainable agriculture.
Prior to EDF, Mark served in the public sector in various state and federal roles, including: Deputy Associate Administrator for Intergovernmental Relations at the EPA; Director, Washington D.C. Office to former Washington Governor Gregoire; Health and Human Services Policy Advisor to former Washington Governor Gregoire; Legislative Counsel to U.S. Senator Cantwell; and counsel in the Washington State House of Representatives.
Mark also currently serves as an Adjunct Professor of Law at Georgetown University Law Center where he teaches Advanced Environmental Law: Climate Change
